Shared Support for Refugee Resettlement
The Blended Visa Office-Referred (BVOR) program brings private sponsors and the Canadian government together to resettle refugees. It combines the personal support of community sponsorship with the financial backing of government assistance, making sponsorship more accessible for Canadians who want to help.
In the BVOR program, you do not have to find a refugee to sponsor on your own. Instead, you are matched with refugees who have already been identified and referred by the United Nations Refugee Agency (UNHCR). These are people whose cases have been assessed and who are ready for resettlement.
This matching system means your sponsorship can move forward faster. The refugee you support has already been through initial screening. You know they meet the criteria for resettlement before you commit.
How the Financial Sharing Works
The BVOR program splits financial responsibility:
Private sponsors provide 6 months of financial support covering the refugee's basic needs after arrival. This includes housing costs, food, clothing, and other necessities.
The Government of Canada provides the other 6 months of financial support through the Resettlement Assistance Program. This government contribution reduces the financial burden on sponsors.
But sponsors still provide 12 full months of settlement support. This means you are there for social, emotional, and practical guidance throughout the entire first year. You help with finding housing, navigating healthcare, enrolling children in school, and connecting with employment services.
The financial split makes BVOR an attractive option for groups who want to sponsor but may not have the resources for a full 12 months of financial support.
Who Can Sponsor Through BVOR
The same types of groups that participate in standard private sponsorship can also sponsor through BVOR:
- Sponsorship Agreement Holders (SAHs) and their Constituent Groups
- Groups of Five consisting of Canadian citizens or permanent residents
- Community Sponsors such as organizations or corporations
Sponsors must still demonstrate they can provide their portion of financial support and commit to the full year of settlement assistance. The application process and requirements are similar to other private sponsorship streams.
The Refugee Sponsorship Training Program provides resources and training to help sponsors understand their obligations and prepare for the sponsorship experience.
Benefits of the BVOR Approach
Choosing BVOR offers several advantages over standard private sponsorship:
Reduced financial commitment makes sponsorship possible for groups with limited resources. Six months of financial support is more achievable than twelve for many community groups.
Pre-identified refugees mean you do not need to locate and verify a refugee's status yourself. UNHCR has already done this work, streamlining the process.
Faster matching can reduce the time between deciding to sponsor and welcoming a refugee to your community.
Government partnership provides additional security that refugees will receive consistent support throughout their first year.
The Settlement Support Commitment
While your financial responsibility is six months, your settlement support lasts the full year. This is where the real work of sponsorship happens.
Settlement support means helping refugees learn how Canada works. It means accompanying them to medical appointments, explaining how to open a bank account, and helping them understand their rights and responsibilities. It means being available when questions arise and challenges emerge.
For many sponsors, this personal involvement is the most meaningful part of the experience. You watch families grow confident in their new home. You see children thrive in school. You celebrate milestones like first jobs and first Canadian holidays.
What to Expect
BVOR sponsorship still requires significant commitment and preparation. You need to:
- Demonstrate financial capacity for six months of support
- Prepare a realistic settlement plan showing how you will help the refugee family
- Arrange housing before the family arrives
- Coordinate welcome logistics including airport pickup and initial orientation
- Be available throughout the sponsorship period for ongoing support
Processing times depend on many factors outside your control. Security screening, medical examinations, and travel arrangements all take time. Sponsors should be patient while maintaining communication with the refugee family and IRCC.
